i believe he could be referring to texas allegedly trying to ban "expressing yourself" on colleges after 10pm.
It's not allegedly, they signed it into law.

I'm genuinely curious if students at colleges in Texas mass mobilize. What happens when the majority of colleges' student bodies are arrested and taken off campus? Is that a significant enough shock to tame these god damn fascists?
Well that's an obvious protest right there. Having a trumpet shit rally, and end it at exactly 10:00 p.m.
