In reported road collisions in Great Britain in 2024, the final estimates are:

1,602 fatalities, a decline of 1% compared to 2023

29,467 killed or seriously injured (KSI) casualties, a decline of 1% compared to 2023

128,272 casualties of all severities, a decline of 4% compared to 2023

Over twenty nine thousand people either killed or seriously injured by drivers in one year, but we don't bat an eyelid. These deaths are acceptable so drivers can continue to drive.

I don't understand why it's normalised.
