That is literally the outfit of DPRK's famous news anchor. Look up "North Korea broadcast news" and you will see pictures of her.

welp, i learned something new
in my defense, i did search for korean clothes, because i remembered they look different usually, and still now, searching for the specific word, i still see a different style
Hopefully this helps show that more than one culture can wear colorful, draped clothes.
