That's not what the chemtrails theory is. Geoengineering is a worthwhile thing to prevent in a precautionary way. But some whacko Florida Man highjacked this bill to ban using contrails as some sort of chemical/biological mass sterilization agent.
The bill literally is about cloud seeding. The politicians marketed it as chemtrail bullshit, but that doesn't change the actual content of the bill.
