A state or group and its inhabitants are not the same.

If someone says "Death to Russia", "death to Israel" or "death to ISIS" this does not mean wishing death upon everyone who lives under their rule. It means trying to get rid of the group ruling them.

Russia says Ukrainians do not exist as a separate people and tries to annex their land: war crime.

Israel says Palestinians do not exist (not the state, the people) and that they want kill them all, expell them from their land and put them in a concentration camp: genocide.

This is not a "technicality". This is the crux of what genocide means. It is not a word to be thrown around lightly.
