Waffle House doesn't have to force anyone to work. They have jump teams. Fat Electrician has a whole video about it. I don't agree with his politics, but he does a pretty good job explaining how it works. Basically they pay volunteers extra to go to work in a WH in the area that is getting hit by a natural disaster. They cover their travel and lodging arrangements, and pay them triple time. These employees come from areas of the country that isn't going to get hit. This is so the WH can stay open, but the local employees can focus on what they need to be focused on, namely their own families safety.

They also have a manual on premises that covers basically every single thing that could go wrong, and step by step instructions to get the restaurant reopened ASAP. The place was started by a former military intelligence officer.

Their menu is basic. They have something like 11-15 things on the menu depending on where you are. It's just a place you know you can always go get breakfast.
