they tried with inmates already, they arnt going to do it, they will do the bare minimum or nothing at all, since they have very little to gain from it.
Don't you guys have forced prison labour? That ought to do the trick. You can even employ Moore people that way because you need guards and fences, gps tracking on the volunteered workers and all that.
