My bet -

  1. Ordinance that all streets must have a minimum road width for motor vehicles.
  2. Attempt at reforming streets to make them more bicycle friendly mandates that this street must have a separate bike lane.
  3. City planners mark out where bike lanes should go by looking at a map.
  4. Supervisor dispatches workers to add bike lane.
  5. Workers arrive at street. It was built too narrow to accomodate street parking, motor vehicle travel, and bike lane, because it was built in the middle ages.
