To this day I think one of the driving forces that enabled the BLM protests to grow to the extent they did was people being out of work and not having to choose to either slave away every day or lose everything. If you want a pacified population, you want them working.

And you want them motivated to stay working. You don't rob them blind while they're at work. Not for very long at least.
