I think the way these things usually go is that some private investor buys it cheap with promise to keep up the upkeep, and then later - oh no - it burned to the ground one wet winter morning when: (pick your adventure!)

a group of homeless people under the bridge let their trashfire get out of control
a clumsy waiter holding a candle accidentally doused several petrol cans all over the pier whilst repeatedly tripping over
an oil refueling truck got lost and took a wrong turn onto the pier whilst gaining significant static charge
multiple flocks of hopeful sea birds return home after years out at sea due to being trapped under petrol after the BP oil disaster, and they decided to stop over for a quick cigarette on the pier before flying on.

Love the creativity.

But all I can think of after reading that. Is about these submariner birds id never seen that can spend 15 years under water.

Also BP had teck to refine petrol during oil extraction. No wonder we fucked the planet.
