I think the people I know consider 12 and 10 good grades. Most people think 7 is okay and 4 is supposed to be average. However, I think Danish high school have made people believe that 7 is more like average. That is usually the grade you get, if the teacher don’t know how to grade you. - or at least it is what it feels like. I don’t think it is same at the university though.

As a former teacher at a university college I would definitely say 4 is average and 7 is above average (corresponding to the old 7 and 10). But students often see 7 as the old 7, not as the old 10.

7 is not the old 10. It’s the old 8 and 9.
10 is the old 10. And 12 is the old 11 and 13

The problem is perspective. If you consider failing an option, 4 is indeed average. But as a student who really doesn't want to consider failing as an acceptable outcome, 7 indeed becomes the new average grade.
