Part of me says dope, but it's not like he was a mediocre rider on another team before UAE. Not like froome who suddenly became godlike after joining Sky.

So if it is/was dope, then it would have started in the lower level slovenian development programs. But does slovenia have a famous history of doping? Or money and access to the technology to evade detection?

They do in fact have a history of doping, yes, with Aderlass and Milan Erzen. I'm not going to say they are dirtier than other nations, but I also recall some youth level scandals a decade ago that I cannot find online now, such is the post google search era apparently.
