I have a pair of pants similar to that I got from a thrift store (mine are bright purple stitching instead of pink, and instead of chino cut they're more like bellbottoms). It has no tags, no labels, or anything to identify the manufacturer and since the cut is a little off (one leg is slightly thinner than the other, and the pockets are weird as hell) I often wonder if they were custom made.

No, not mountain bike pants, good suggestion though. They looked more like the cut of dress pants or chinos, but with a few features that stood out, like the one zippered back pocket.
They might be what's called "commuter" gear. It's performance gear that you can wear off the bike. The combination of hi-vis accents, zippered pocket, and chino cut makes it sound like it could be.
