Yes, it should be safe to force a shutdown, and then re-doing the re-image.

I rebooted and it booted into SteamOS!
It looks like an issue with the file system. I don't have a steam deck, but are you able to make sure the ssd is seated correctly? Are you able to try inserting a different one?

Assuming fan is spinning correctly, heat shield on SSD transfered over to new SSD?
Ssd shield was transferred. I do not feel the fan running, but the entire deck is cool.
