The parallels between the opium crisis in China and the fentanyl crisis in the U.S.

China's contribution to the fentanyl crisis is pretty limited to not being willing to invest the resources into investigating and suppressing illicit production in China, not forming a policy of export of fentanyl with the intention of getting the recipient population addicted to acquire a reliably-demanded good to rectify trade imbalances.
