i'm new to hind rajab; is there any way to know how these sorts of things usually play out? was the incident in brazil par for the course?

You can follow their press releases. As far as i know the case in Brazil was the closest call for an IDF war criminal yet, having to flee from legal prosecution with the help of his embassy.

The HRF acknowledges, that it is an uphill battle. However this serves three purposes already. First of all these crimes don't fall under statue of limitations. If only these criminals are properly prosecuted in 30 years, the groundwork is laid now. Furthermore it creates pressure on complicit or inactive countries to actually do something, lest they can be held accountable later themselves. Finally by challenging the impunity of the Israeli war criminals, these criminals cannot relax on their holidays as easily anymore before going back to murdering Civilians. This means they will be less attentive and more prone to making errors, which leads to less Palestinians being murdered.
