There's a good scene in Walkaway where something like this happens. Someone wants to help everyone, and the opposition wants to have a hierarchy so that they can decide who to help, and who to abandon.
I mean we see it all the time in the worst countries in the worst situations. You know the ones were unmarked paramilitary figures walk around with masks on. Real shitholes. Anyway there is always problems of aid coming from more stable countries trying to be obsconded for the power group and not disseminated.
