I think touching the white line is golden, going over is out.
The entirety of the car cannot be outside the white lines at any point or it's considered a track limits violation. On the line is totally fine and arguably ideal depending on what part of the track you're talking about.
The image looks like there is a small bit of rubber still on the black asphalt. So no violation.
