With the size of its bones, that person just put that dog in danger of breaking one of its legs "for the lulz"

What are you on about? They were filming it, and it is possible to just talk to the puppy and make it stay (even if it doesn't know stay, it will at least wait and try to understand what you're saying, even if you just say No), giving them enough time to go there and pick it up.
You are assuming they knew this would happen.
