Ah, an Ancient. You know you've been around for a while if you think of memes as just internet in-jokes and the formulaic funny images as macros.
If someone told me something starts at 3pm, that means they expect me there around 4pm, so ~4:30 to be fashionably late
Not here. Normal is at least 5 minutes early and the fashionably late types come on the dot. If you end up even 5 minutes late, you should inform the host immediately when you realize you could be running late.
Where do you live, a military base? O.o
Finland. Of course that is exaggerated and there are always some chronically late people, but being any kind of late without a notice is frowned upon. That's why we get along with Germans way better than southern europeans.
