Depends on your target language. There is lots of Germans and Fins there shouldn't be a problem. Lots of other languages are underepresented here so good luck finding more niche languages.

It's where people that speak different languages get together and have conversations in their respective languages in order to learn the language they do not speak.

Have you searched for any communities/magazines like that? If it doesn't exist currently it definitely should, sounds like a great idea!
