It's a patronymic, so she has it because her father's name is "Frosti". But that name presumably comes from "frost".

The use of "urchin" to refer to children is separate from its original meaning.

Maybe it became that as a word for something underfoot?

Yes, Starmer said it back in early July. It sounds like the UK then looked to get agreement from the US and France before proceeding and the US have blocked it since then.
