I think a fish in water is still wet (i.e. in contact with some amount of water) but that's superseded by the fact that it's immersed in water, and thus not a very meaningful attribute.

Nej, det var mest en observation att det finns exempel på riktigt små kommuner, jag gissar att det nog inte skulle funka med så små enheter i Sverige. Åland är ju dessutom rätt litet så grannkommunen är inte långt borta.

För att ge ett seriöst svar så blir väl sannolikt en kommun som blivit så liten att den inte klarar av att fullfölja sina åtaganden inlämmad i en annan kommun. Jag undrar vart den gränsen går egentligen, Åland har ju t.e.x en del riktigt små kommuner.

I don't think I can remember seeing a race where noone was lapped at any point before. I'm a relatively new fan, so I'm guessing it has happened, but also that it's somewhat rare.

I'm guessing one reason was that they had new hards available, but only scrub softs.
