Assuming the common use of third world to mean "poor countries", then I suppose a "fourth world" country would be one that is poor and *also *not really a functional state, perhaps with some armed conflict going on.

National ID wouldn't change that unless voter local registration and change-of-address updates were all rigidly and securely integrated.

So long as voter registration is a locally-managed list of names and addresses it's possible to go in and arbitrarily declare some of the registrations void.

Yeah that was my read of the game from my first exposure to it. "You have to buy cards sight-unseen hoping to get good ones? That's a scam."

It's like they looked at Dungeons and Dragons product churn and thought "No, that's not shitty enough"

Books would be really boring if the protagonists were all just the author speaking as themself but using various funny voices.

 

The authors said on Twitter that they aren't EA's, but they surveyed people at valley AI companies to write the report, so it's probably quite influenced by EAs.
