No, that's still just a tariff. It also only applies to light trucks. Doing a negligible amount of googling brought up this:

In a nutshell, it was the tax credit. The law confirming the tax credit made it impossible for any foreign made electric vehicles to qualify for it. It is a protectionist scheme like the chicken tax, but implemented in a far different way.
On the plus side, if Trump axes the tax credit BYD may start selling in the US. Even with the ridiculously inflated tariffs, BYD is cheaper than a Tesla or other EV on the market.
