Didn't Carney call housing a national emergency during the election?

I don't understand the insistence on creating another crown corporation while the CMHC is right there. Meanwhile, we're six months into his tenure and internal documents are discussing the creation of the damn thing.

The documents say the government has fallen behind on investing in housing offered below market rates, a shortfall that is hitting newcomers and vulnerable Canadians especially hard.
