Washington was a vocal critic of factionalism and sectionalism, and expressed fear of the country being torn apart by partisan loyalties. I thought the quote sounded like something he might have plausibly said in his old age. But then I thought he wouldn't have used the term Empire to describe the U.S., which is what prompted me to look it up
