i think i would say dada is an avant garde movement, but not all things avant garde are dada.
dada is more "irreverent" and "irrational", where avant garde is a much wider set of values.
in a Venn diagram i would say they overlap significantly, but not totally. idk though let me know what you think :)

the point was to say we need complete and total systematic change. while small things are fine in the short term, long term solutions need to be implemented.
