He made up his mind a bunch of times already, he just waits until all his friends bought/sold stocks and then he makes up his mind again.

He excluded Smartphones because Apple (who donated to his campaign) asked for it, I think they've realized they could just straight up ask him to tariff their competition away.
What competition does Apple have that still has a tariff? I'm a little surprised he didn't just come out and EO a program where any company that contributes X amount of dollars is exempt. Make Samsung pay also.
