I couldn't really verify if the quote was from a Paul F. Haacker, the furthest back I could trace find was from 2018 where this article or blog post or opinion piece or whatever you call it (they call themself a "free market focused think tank"), links to to a facebook post.

It was quite revolutionizing if you ask me. While it often had to buffer a bit, it was amazing how smooth the animation, sound and music was using nothing but 56k modem at the time. And then there was the gore and mental scaring, but besides that, amazing!

His recent special is so well shot. Probably one of my favorite comedy specials tbh. I've always liked his way of telling stories. I especially liked the story about Ichabod, his dog that got to live out his last days in practically dog heaven, it's chapter is called "Perfectly cooked bacon".
